蔡英文： 上台後陸客不會減

民進黨總統參選人蔡英文昨（10）日宣布觀光政策，除了將爭取東協10國全部來台免簽證，並和悠遊卡、一卡通合作發行觀光卡，讓外國旅客在台直接用外幣儲值、消費；蔡英文更明確承諾，上台後絕不減少陸客來台總量，還要增加自由行、優質團、高端團的配額。

蔡英文昨日出席「觀光旅遊產業高峰會」發表觀光產業政策。她表示，上台後就要立刻執行「便利旅程、魅力景點、良善管理」這三大觀光產業策略，讓台灣迎向世界的觀光市場。

面對觀光業者很在意的陸客團配額，蔡英文說，「很多人都以為民進黨不歡迎陸客，我今天要跟大家講，絕對不是這樣！」她細數過去當陸委會主委時，打下的兩岸小三通基礎，更表示陸客來台觀光就是從民進黨執政時展開的，「民進黨上台，我們絕對不會減少陸客來台的總量」。

但蔡英文說，陸客大量來台她更關心四件事，「有沒有得到好的旅遊品質？旅遊業的生態和環境，究竟因此變好或變壞？台灣業者和店家有沒有得到合理利潤？台灣人民的生活品質，是否因此受到衝擊？」

因此她提出三項管理措施，首先，要增加自由行、優質團、高端團的配額，以取代低價團，除能提升觀光品質，還可改變大陸團客在台被迫高價購物的印象。

其次，要調節陸客團的觀光路線，在申請簽證時就做好路線管理，分區、分時、分流，以紓解旅客壅塞的壓力。第三，政府應做好「觀光承載分析、觀光政策環評」，以利規劃每個景點的分時、分流做法。

在促進旅程便利方面，蔡英文說，要積極開發新的國際客源，特別是東協十國，除了星、馬已開放免簽外，對其他東協國家分期、分階段開放來台免簽，並發展電子簽證申請系統。

對於外籍旅客換錢的麻煩，蔡英文說，要和悠遊卡、一卡通合作發行「iTaiwan Pass」的觀光卡，讓外籍旅客可直接用外幣、手機APP儲值、在台消費，觀光產值就會倍增。

面對旅客過度集中單一地區的沉痾，蔡英文則表示，將成立北中南東四個觀光區域工作圈，以「區域聯合治理」的概念，將各個區域的觀光資源統籌分配、整體規劃。
